Safe-T rail II by Leisure Concepts is the newest model of hot tub railing that does not need to be mounted to the cabinet. Instead, it has an undermount plate for sturdy mounting.

Be aware of those other kinds of rails that use a twist knob that grinds up against the actual metal resulting in a less than stable rail.

This undermount version is a little more than the one that screws to the spa cabinet, but does not put alot of holes in your cabinet or require the various cabinet areas from accepting the load from the rail.

What better than a full spa on the sturdy floor plate to hold the rail in place!  Highly recommended to get this version instead of the cheaper one that puts holes in your cabinet with questionable grip.
